This seems to be a temporary fix at best however. The turbo will likely need to be replaced. In some cases the actuator alone may fix the issue, but the turbo vane sleeve and linkage also needs to be checked for full range, ease of movement, and excessive wear prior to installing an actuator. I work in the auto repair business (not a tech, service sales-I only play a mechanic in fantasyland) , your complaint sounds like a sensor issue. Maybe crank position sensor. Now don't go buy one and put it in! If I knew whether your engine has emissions controls I'd have a remark about EGR- exhaust gas recirculation- being a possibility.

Mine personally turned out to be the Crank Angle Sensor, haven't had a problem with it yet If you replace the coil pack and that doesn't help, I would definitely recommend checking into the Cam and Crank Sensor.
